The UK’s newly elected Labour government, led by Prime Minister Keir Starmer, has announced plans to explore effective regulation of artificial intelligence (AI) models. However, it has not yet proposed any specific laws. This initiative was part of King Charles’ speech on Wednesday, which outlined the legislative agenda for the new parliamentary session, including more than 35 new bills covering a range of issues from housing to cybersecurity.
The government aims to establish appropriate legislation to impose requirements on developers of the most advanced AI models. This cautious approach marks a shift from the previous administration under Prime Minister Rishi Sunak, who sought to position Britain as a global leader in AI safety. Last November, Sunak hosted a summit at Bletchley Park, bringing together world leaders and company executives to discuss AI safety. His government opted against targeted AI regulation, instead distributing the responsibility for overseeing the technology among various regulators.
Starmer’s government has promised to introduce new laws on AI but is taking a measured approach to ensure thorough and careful implementation. Nathan Benaich, a notable figure in the AI sector, emphasized the importance of the UK’s cautious, sector-based approach to AI regulation, considering it a key competitive advantage over the European Union. He advised that any changes to this regime should be approached with utmost caution.
However, some AI experts argue that the rapid deployment of AI tools over the past 18 months necessitates urgent legislation. Gaia Marcus, director of the Ada Lovelace Institute, urged the government to introduce a bill as soon as possible. She highlighted that AI systems are already being integrated into daily life, public services, and the economy, bringing both benefits and risks to society.
As the debate over AI regulation continues, the Labour government’s approach will likely shape the future of AI development and safety in the UK.
