CCI Extends AI Impact Research Bid Deadline To June 28

The Competition Commission of India (CCI) has extended the deadline for submitting bids to conduct a study on the impact of artificial intelligence (AI) on competition. Initially set for June 3, the new deadline is now June 18. This decision comes after the CCI issued clarifications regarding the bidding process.

According to a communication dated May 24, the CCI stated that bids cannot be submitted through a consortium or a joint venture. However, it noted that the turnover of group companies can be included to meet the eligibility requirement of a minimum annual turnover of Rs 50 crore.

“The Request For Proposal (RFP) does not provide for submission of bids through a consortium or joint venture. Turnover of the group companies may, however, be included only to meet the eligibility criterion of Rs 50 crore,” the regulator specified.

The financial bids are scheduled to be opened on July 11. The study aims to explore various aspects of AI’s impact on competition, such as how AI-driven personalized recommendations, services, and pricing affect consumer choices.

The study will also examine whether AI can facilitate or implement anti-competitive strategies and the new forms of collusion that may arise from self-learning algorithms. Additionally, it will investigate whether bias in AI algorithms can impact competition.

Other key elements of the study include evaluating how AI-driven personalized recommendations and services influence consumer welfare and choice. It will also assess the synergies and risks stemming from mergers and acquisitions (M&As) involving firms with AI capabilities. The study will consider specific factors and parameters necessary for assessing the competitive effects of such M&As.
