Organisers of the city’s popular Garba festivals are being forced to tighten security and fire safety measures following the introduction of a new 30-point rulebook by the Ahmedabad Municipal Corporation (AMC). The directives, issued ahead of the upcoming Navratri festival, aim to prevent potential disasters and ensure public safety during the crowded celebrations.

The new rules, which are mandatory for all organisers, require a fire no-objection certificate (NOC) and strict adherence to a comprehensive list of safety protocols. The move comes as local authorities seek to impose greater control over the large-scale events that attract tens of thousands of participants each night.

The AMC’s detailed guidelines cover everything from venue layout to crowd control and emergency response. Key measures include:

Emergency Exits and Access: All venues must have at least two emergency exits located on opposite sides. Organisers are also required to ensure that fire brigade vehicles have unhindered access to the site at all times.

Flammable Materials Ban: The directive explicitly prohibits the storage or use of any flammable materials, fireworks, or cooking equipment within the venue.

Crowd Control and Records: Organisers must maintain a daily record of attendees to prevent overcrowding. Inside pavilions, fixed partitions are banned to ensure smooth crowd movement.

On-site Equipment: Venues must be equipped with fire extinguishers, water drums, and sand buckets. A team of trained personnel must also be present to manage any fire-related emergencies.

Legal Compliance: In addition to physical measures, organisers are required to submit a notarised undertaking on a ₹300 stamp paper to affirm their full compliance with the new rules.

The AMC has stressed that the new rules are non-negotiable and are a critical step towards ensuring a smooth and safe celebration for all.
