India and Singapore Link Their Cyber Defence Teams in New Pact

SingCERT and CERT-In sign an MOU on incident response, information sharing and expert exchanges, to be overseen by a joint Expert Group

Singapore and India have strengthened their bilateral cybersecurity cooperation with a Memorandum of Understanding (MOU) between their national cyber emergency response teams. The agreement, on cooperation in cyber security, was exchanged at the Singapore International Cyber Week 2026 and is aimed at improving cyber resilience through information exchange, coordinated incident response, technology cooperation, capacity building and the sharing of best practices.

The MOU is between the Singapore Cyber Emergency Response Team (SingCERT), which operates under the Cyber Security Agency of Singapore (CSA), and the Indian Computer Emergency Response Team (CERT-In), which functions under India’s Ministry of Electronics and Information Technology (MeitY). It was pre-signed by Dan Yock Hau, CSA’s Assistant Chief Executive for National Cyber Resilience, and Dr. Sanjay Bahl, Director General of CERT-In.

On the sidelines of the Singapore International Cyber Week, the MOU was formally exchanged by Mr. Dan and Sudhi Choudhary, Deputy High Commissioner at the High Commission of India in Singapore. The exchange was witnessed by Gwenda Fong, Chief Executive of CSA and Commissioner of Cybersecurity for Singapore, and Amit Shukla, Joint Secretary (Cyber Diplomacy) at India’s Ministry of External Affairs.

The agreement is designed to deepen the resilience of both countries by fostering closer cooperation and information sharing between their respective cyber emergency response teams. It builds on the longstanding cybersecurity partnership between Singapore and India.

Cooperation under the MOU will focus on five key areas. These are the establishment of a broader framework for future dialogue on CERT activities, information exchange and mutual response to cyber incidents, cybersecurity technology cooperation relevant to CERT activities, the exchange of cybersecurity strategies and best practices, and capacity building along with exchange visits by experts. Both sides also expect to expand collaboration into other areas of CERT and Computer Security Incident Response Team (CSIRT) activity, as mutually agreed.

To put the agreement into practice, the two sides will set up a Singapore-India Expert Group of senior representatives from SingCERT and CERT-In. The group will meet regularly, alternating between Singapore and India, to oversee implementation of the MOU and identify future areas of cooperation.
