In a bid to strengthen security across residential communities in India, the Central Association of Private Security Industry (CAPSI) has formally appealed to the Hon’ble Prime Minister to establish a dedicated fund to support the security requirements of Resident Welfare Associations (RWAs). The proposal aims to address long-standing challenges faced by RWAs in ensuring professional and lawful security services within housing societies.
Highlighting the need for systemic intervention, CAPSI Chairman Kunwar Vikram Singh said, “Security remains a fundamental right and necessity for every citizen. However, many RWAs struggle to collect security charges from their members due to financial constraints and a lack of awareness regarding the importance of professional security services. This often compels them to hire unlicensed and non-compliant private security agencies, inadvertently violating critical labour laws, including the Security Agencies Regulation Act, Employees State Insurance (ESI) Act, Minimum Wage Act, and Provident Fund Regulations.”
The proposed initiative calls on the government to allocate targeted financial support to RWAs so they can hire licensed private security agencies that adhere to legal and regulatory standards. Singh emphasised that such assistance would not only ensure legal compliance but also elevate the overall quality of security in residential areas.
The appeal also advocates for the integration of RWAs into broader community policing initiatives in partnership with state police departments. This, Singh believes, would help foster a collaborative approach to local security management and promote safer neighbourhoods.
By easing the financial burden on RWAs, the proposal seeks to discourage the practice of engaging unregulated guards and, in turn, improve living standards within communities. Singh added, “Ensuring residential security directly contributes to the broader goal of a prosperous and safe India, in line with the Prime Minister’s vision.”
