SIS & MOHA Collaborate To bolster India’s Emergency Response Capacity

Under the new partnership, SIS Group—one of the country’s largest private security and facility management firms—will collaborate with Civil Defence authorities to train its personnel in disaster response and civil defence protocols

In a notable move to enhance India’s internal security and disaster preparedness, SIS Group Enterprises has signed a strategic Memorandum of Understanding (MoU) with the Ministry of Home Affairs’ Civil Defence wing. The agreement marks a significant step towards deepening public-private cooperation in national emergency management.

Under the new partnership, SIS Group—one of the country’s largest private security and facility management firms—will collaborate with Civil Defence authorities to train its personnel in disaster response and civil defence protocols. The initiative will cover 244 districts across India, equipping frontline staff with the skills needed to support local administrations during emergencies, whether natural, man-made, or in the context of conflict.

“This partnership reflects our deep-rooted commitment to national service,” a senior official from SIS Group said. “We believe that our large and disciplined workforce, once equipped with formal civil defence training, can serve as a force multiplier in times of national emergencies.”

Civil Defence, which operates under the Ministry of Home Affairs, plays a critical role in supporting civilian populations during crises and in fostering grassroots disaster resilience. The partnership with SIS is seen as a means to extend its reach and capacity through a trained, private-sector workforce already embedded in communities nationwide.

Founded in 1974, SIS Group employs more than 250,000 people across urban and rural India, and has previously contributed to various national and humanitarian initiatives. The latest collaboration, however, is being positioned not merely as a corporate social responsibility gesture, but as a strategic engagement aimed at reinforcing the country’s emergency response systems.

The agreement comes at a time when India faces an increasingly complex risk environment—ranging from climate-induced disasters to evolving security threats. By joining forces with private sector actors such as SIS, the government is hoping to build a more responsive and resilient national infrastructure.

As part of the MoU, SIS personnel will undergo structured training in civil defence drills and crisis management techniques, thereby enhancing their ability to act as first responders in coordination with official agencies.

With this move, SIS Group becomes one of the first major private firms in the country to integrate its workforce into the national emergency preparedness framework. It sets a precedent for how corporate capabilities can be aligned with public objectives in pursuit of greater national resilience.
