The Karnataka government’s Transport Department has extended the deadline for affixing High-Security Registration Plates (HSRP) on vehicles to 30 November, revising the previous deadline of 19 September. This marks the fifth extension, with earlier deadlines being 17 November 2023, 17 February 2024, 17 May 2024, and 19 September 2024.

In a recent notification, the department clarified that no changes had been made to the previous guidelines issued on 17 August 2023, apart from the extended timeline.

The Karnataka High Court is currently hearing writ petitions challenging the Transport Department’s 17 August notification. This directive mandates that vehicles registered before 1 April 2019 must get HSRPs affixed by original equipment manufacturers (OEMs) or their authorised dealers. Petitioners have contested this requirement, arguing that all licensed number plate manufacturers with Type Approval Certificates (TACs) should be permitted to supply and affix the plates.

About High-Security Registration Plates

The HSRP initiative is a flagship project of the Union Ministry of Road Transport and Highways (MoRTH). These plates, made of aluminium, are designed to combat vehicle theft and prevent registration number forgery.

Key features of HSRPs include:
– A unique code and a non-removable snap lock for tamper resistance.
– Secure attachment using at least two non-reusable snap-on locks.
– Enhanced durability and anti-counterfeiting measures.

Authorities emphasise that the HSRP system is crucial for ensuring vehicle security and improving traffic enforcement measures.

The ongoing legal dispute has put the spotlight on implementation challenges, with stakeholders calling for a more inclusive approach to the manufacturing and distribution of the plates. Vehicle owners are urged to comply with the revised deadline to avoid penalties and ensure adherence to road safety regulations.
