In a significant move to strengthen the United States’ technological edge, the White House is urging the Pentagon and intelligence agencies to accelerate their adoption of artificial intelligence (AI). This directive, part of a national security memorandum released Thursday, marks a major step in the Biden administration’s strategy to counter technological advancements from rivals like China.
The memorandum sets a framework for federal agencies to increase experimentation and deployment of AI systems, aiming to bolster national security while adhering to democratic principles. According to a White House news release, the directive also explicitly prohibits any use of AI that undermines democratic values.
“This is our nation’s first ever strategy for harnessing the power and managing the risks of AI to advance our national security,” National Security Adviser Jake Sullivan said in a Thursday speech, emphasising the rapid advancements in AI. Sullivan highlighted the potential impact of AI across various sectors, from nuclear physics to aerospace technology.
The administration believes that establishing clear guidelines will encourage federal agencies to integrate AI more effectively into their operations. During a briefing on the memorandum, senior administration officials, speaking on the condition of anonymity, underscored the need for well-defined policy to encourage responsible experimentation. “We must outcompete our adversaries,” one official stated, adding that a lack of policy and legal clarity could stymie innovation.
The national security memo also specifies areas where AI use is strictly limited. It prohibits using AI to surveil Americans’ free speech or bypass existing regulations on nuclear weapons.
While American companies currently dominate the global AI landscape, the memo underscores the importance of maintaining this lead. Another senior official noted that the U.S. holds a “strong hand” in AI but must remain vigilant against “strategic surprises” from nations like China. This heightened focus on AI aims to ensure the U.S. not only retains but also strengthens its technological leadership on the global stage.
The directive comes as part of the administration’s broader AI strategy, balancing innovation with safeguards and aligning AI usage with national security and democratic values.
