Dr Shekhar Dutt, SM (IAS) (Retd.), a distinguished civil servant, decorated soldier and former Governor of Chhattisgarh, passed away on 2 July 2025 in New Delhi after a brief illness. He was 79.
A 1969 batch officer of the Indian Administrative Service from the Madhya Pradesh cadre, Dr Dutt’s career spanned defence, diplomacy and public administration. Before joining the civil services, he was commissioned into the Indian Army’s 218 Medium Regiment and took part in the 1971 Indo-Pakistani War. For his courage during active operations, he was awarded the Sena Medal for gallantry.
His civil service journey culminated in his appointment as Defence Secretary of India in 2005, where he oversaw key reforms in military modernisation and procurement. Later, as Deputy National Security Adviser, he played a critical role in shaping India’s strategic and security policy during a complex geopolitical period.
Dr Dutt also served as the Governor of Chhattisgarh from 2010 to 2014. During his tenure, he championed inclusive development and governance amid the state’s internal security challenges. His leadership was marked by a calm demeanour, a deep understanding of national security imperatives, and an unwavering commitment to public service.
His final rites were held with full state honours at Brar Square Crematorium on 3 July. Widely respected across political and military circles, Dr Dutt leaves behind a legacy of integrity, courage and nation-first service. His death marks the passing of a rare blend of soldier-statesman in India’s public life.
