The Greater Chennai Police (GCP) is gearing up to enhance public surveillance by installing cameras on 635 vehicles across police limits. The cloud-based surveillance system aims to monitor the movements of both the general public and vehicles. Despite a previous tender for an automatic number-plate recognition (ANPR) system in February 2023, the current plans lack explicit mention of citizen consent and data erasure rights.
According to the GCP’s tender, these cameras will create a Wi-Fi dashboard, enabling local police officers to access live camera feeds from their phones and remote devices. A centralised Control Centre (CC) will oversee all surveillance feeds and receive alerts. In case of a data centre failure, the video feed will automatically switch to the Disaster Recovery Centre, which mirrors the functions of the primary Data Centre in real time.

Notably, the system will record the movements of both public and police vehicles, along with capturing ‘inside video’ for analysing driver’s behaviour. The selected bidder must facilitate two-way communication between patrolling vehicles for swift response to crime areas.
Additionally, the system is required to provide on-demand and periodic reports on vehicle utilisation,driver’s behaviour, and other analytics suitable for surveillance. The cameras will support various mapping services, including Google offline map, Gaode, and Baidu. Operational features include real-time video monitoring, vehicle history track search, and support for face recognition cameras if needed.
Surveillance and analysis data collected by the cameras will be stored in the cloud Data Centre for seven days, with local storage retaining the data for 30 days. The initiative aims to bolster law enforcement efforts through advanced technology and monitoring capabilities.
