The elevation of EU-India relations to a strategic partnership in 2004 laid the groundwork for deeper engagement, with defense and security emerging as key components. Joint efforts, as outlined in the 2020 roadmap, encompass a range of areas from military relations to cyber-security and peacekeeping
The European Union (EU) is going to enhance its defence and security collaboration with India. Richard Tibbels, the EU’s special envoy for the Indo-Pacific, emphasised the EU’s vested interest in a region where nations can safeguard their sovereignty without undue coercion.
“The EU has a clear interest in an Indo-Pacific region where sovereign, independent countries have the strength to protect their national interests, free of coercion,” Tibbels said
Tibbels highlighted India’s role in advancing the EU’s Strategy for the Indo-Pacific, citing its explicit mention in the 2022 EU Strategic Compass. The evolving security landscape has prompted tangible actions, including joint naval exercises in the Gulf of Guinea and Indian participation in EU Operation Atalanta in the North-West Indian Ocean.
Over recent years, India and the EU have embarked on joint maritime exercises, signaling a deepening of ties. Additionally, dialogues on defence and security have been initiated, underlining the commitment to mutual cooperation.
Projects such as the EU’s CRIMARIO endeavor to enhance maritime domain awareness in the Indo-Pacific, while the Enhancing Security in and with Asia (ESIWA) program focuses on cybersecurity, counter-terrorism, and maritime security. India’s involvement in these initiatives underscores the shared commitment to regional stability.
Looking ahead, Tibbels foresees an escalation in security and defence cooperation between the EU and India, with a particular emphasis on space security. Recognising the strategic significance of the space domain, both entities are poised to explore avenues for collaboration.

Joint efforts, as outlined in the 2020 roadmap, encompass a range of areas from military relations to cyber-security and peacekeeping.
The urgency of cooperation is underscored by escalating geopolitical tensions in the Indo-Pacific. Challenges such as territorial disputes and nuclear proliferation demand concerted efforts to uphold international norms and principles.
In navigating these complexities, Tibbels stresses the importance of economic fairness and adherence to international law, notably the United Nations Convention on the Law of the Sea (UNCLOS). Maintaining stability necessitates a commitment to dialogue and adherence to established frameworks.
As the EU and India navigate the evolving dynamics of the Indo-Pacific, their partnership stands as a testament to the importance of collaborative security efforts in safeguarding regional stability and prosperity.
