The Ministry of Interior has announced stringent penalties for those breaching the Law of the Use of Security Surveillance Cameras, underscoring the Kingdom’s commitment to safeguarding public and private security.
Heavy Fines For Violations
Individuals found unlawfully transferring or publishing recordings, or tampering with surveillance equipment, will face fines of up to SR20,000. Additional penalties include SR500 for each camera or device that fails to meet technical standards and SR1,000 for those not installed as per specifications outlined in the Request for Proposal (RFP).
Moreover, failing to retain required recordings could result in fines of up to SR5,000. The Ministry emphasised that all security surveillance recordings must remain unaltered and be preserved until investigations into reported incidents are concluded.
Recording Transfer Strictly Regulated
The law, effective since 3 October 2022, prohibits the unauthorised transfer or publication of surveillance recordings. Exceptions are allowed only with approval from the Ministry of Interior, the Presidency of State Security, a court order, or a request from an authorised investigative body.
Additionally, the Ministry clarified that the law does not apply to cameras within private residential units and complexes, respecting individual privacy.
Ensuring Accountability & Security
In cases of specific incidents, organisations and individuals are required to retain and secure recordings, ensuring their integrity throughout the investigation process. Upon request, these recordings must be handed over to the Ministry of Interior or the Presidency of State Security.
