Security Forces In Jammu Undergo Major Shake-Up Amid Rising Casualties

Security experts have attributed recent challenges to several factors, including a thinner troop deployment, limited ground intelligence, and a noticeable shift in terrorist tactics

In response to recent setbacks, the security forces in Jammu have initiated significant changes to strengthen ground deployment, revamping the existing three-tier security framework. A senior official stated, “The boots on the ground, on the lines of the three-tier deployment before 2020, are being strengthened,” adding that other uniformed forces are also being integrated into the counter-insurgency and counter-terrorism (CICT) grid.

This move comes after a sharp increase in the death toll of security personnel in the region. So far this year, 13 security personnel have lost their lives, including four Army soldiers—one of whom was a captain—who were killed during a gunfight with terrorists in Doda district on July 15. In stark contrast, only three terrorists have been neutralized. Since 2021, 34 soldiers have been martyred, while 40 terrorists have been killed in the same period.

In response, the Army has deployed a brigade-size force, supplemented by two companies of Special Forces—comprising approximately 500 commandos—to the region. Additionally, personnel from the Central Reserve Police Force (CRPF), known for their expertise in low-intensity conflict, have also been mobilized.

To further reinforce the region, two battalions of Assam Rifles have been moved in, bolstering the paramilitary presence. These forces are being strategically redeployed from the Valley. While the CRPF remains the lead internal security force, the Assam Rifles have primarily been active in the Northeast but are now stepping up their presence in Jammu.

Security experts have attributed recent challenges to several factors, including a thinner troop deployment, limited ground intelligence, and a noticeable shift in terrorist tactics. Previously, the area was secured by a full battalion, roughly 800 troops. However, at present, only two companies, or about 260 troops, are on the ground.

The reorganization of the CICT grid includes three key force-level formations—known as the Rashtriya Rifles—earlier divided into the Delta (Doda) Force, Uniform Force, and Romeo (Rajouri) Force. Notably, the Uniform Force has been reassigned to manage deployments along the northern borders, leaving gaps that the current reshuffling aims to fill.
