In a major step towards bolstering cybersecurity infrastructure, the Maharashtra government has announced the formation of the Maharashtra Cyber Crime Security Corporation (MCCSC), aimed at protecting citizens, the state, and private sector enterprises from cyber threats and criminal activities online.
According to an official government resolution issued on Tuesday, the MCCSC will be established under the Companies Act, 2013, with a capital investment of Rs 200 crore. The entire capital will be fully paid and subscribed by the state, making it a wholly government-owned corporation.
Clear Structure & Leadership
The MCCSC will function independently of the Maharashtra Cyber Cell, which will continue its operations under the state police. The newly established corporation will serve as a dedicated body focusing on broader cyber threat intelligence, resilience planning, and capacity building across sectors.
The corporation will be chaired by the Additional Chief Secretary (Home) and include several senior government officials as ex-officio directors. These include the Additional Chief Secretaries of the Finance and Planning Departments, the Director General of Police, and the Principal Secretaries of both the Information Technology and Home (Special) Departments or their nominated representatives.
The Additional Director General or Special Inspector General of Police heading the Maharashtra Cyber Cell will take on the role of Managing Director and Chief Executive Officer of the MCCSC.
Board To Include Industry Experts
In a move to bring specialised knowledge into the fold, the state has also approved the appointment of three independent directors. These will include professionals from the field of cybersecurity, legal experts with experience in handling cybercrime cases, and representatives from institutions dedicated to cybersecurity research and innovation.
Staffing & Operational Model
The government has sanctioned the creation of a 99-member team to operate the corporation, with a provision to engage additional personnel as needed. This workforce will be drawn from various domains such as finance, accounts, legal services, and information technology. The corporation will also be empowered to hire external consultants and domain experts for specific assignments.
According to the government, the MCCSC is expected to act as a central body for cyber threat analysis and response, develop technology-based security solutions, support incident investigations, and offer cybersecurity training and awareness programmes.
