The International Civil Aviation Organisation (ICAO) has released the latest edition of its Global Aviation Security Plan (GASeP). This plan aims to enhance the international aviation security landscape by providing detailed guidance to governments, industry, and other stakeholders.
The GASeP focuses on six key priority areas to strengthen aviation security globally:
1. Risk Awareness and Response : Enhancing the ability to identify and respond to potential security threats.
2. Security Culture : Maintaining a strong and effective security culture within the aviation sector.
3. Human Factors : Addressing human performance and promoting the professionalization of the aviation security workforce.
4. Innovation and Technology : Allocating technological resources to improve security measures.
5. Oversight and Quality Assurance : Ensuring effective oversight and maintaining high-quality security practices.
6. Cooperation and Support : Fostering collaboration among various stakeholders.
According to ICAO, the GASeP provides the strategy and guidance necessary for states to protect aviation from threats in each of these areas. ICAO member states have set an aspirational goal to “achieve and maintain a strong global aviation security system that is underpinned by full and effective implementation of ICAO aviation security standards in all member states.”
The plan outlines the steps member states should take to progress towards this goal, with their advancements being monitored by ICAO. The Universal Security Audit Programme (USAP), a UN agency initiative, will assess how well states implement ICAO security standards, using the results to measure progress towards the GASeP’s milestones.
Additionally, the voluntary sharing of experiences by states and relevant stakeholders will help gauge improvements in the global aviation security priority areas. ICAO calls upon all member states and stakeholders to “actively engage with and implement the plan to ensure a secure and resilient international aviation system.”
This updated GASeP emphasises the importance of international cooperation and proactive measures to safeguard the aviation industry against evolving security threats.
