UP CM Directs Officials To Ensure Safety Of Lifts, Escalators In Multi-storey Buildings

Uttar Pradesh Chief Minister Yogi Adityanath in a recent high level meeting highlighted the importance of ensuring the safety and proper maintenance of lifts and escalators installed in multi-storey buildings, particularly at public places. The directive comes in light of the increasing use of lifts and escalators due to rapid urbanisation and the rising number of multi-storey structures.

He expressed concern over complaints received regarding the design flaws and inadequate operation and maintenance of lifts and escalators in public places with high footfall. He stressed over strict following of the prescribed procedures for construction, quality, safety features, installation, operation, and maintenance of these amenities.

Highlighting the absence of legislation concerning this matter in the state, Adityanath emphasised the need for its prompt implementation. He proposed mandatory registration for every newly installed lift and escalator, regardless of whether they are on private or public premises. This registration requirement would also extend to existing lifts and escalators.

Adityanath directed that compliance with Bureau of Indian Standards (BIS) standards be made mandatory during the construction of lifts and escalators. Moreover, adherence to relevant building codes and other necessary regulations should be ensured during installation.

To enhance passenger safety, Adityanath mandated the installation of auto rescue devices in lifts to facilitate evacuation during power outages or faults. Emergency bells, CCTV cameras, adequate lighting, and communication systems were also deemed essential inside lifts to enable communication with the outside in case of emergencies.

In the interest of public safety, Adityanath proposed the provision of insurance to cover passenger risks in the event of accidents involving lifts and escalators installed on public premises.

Adityanath highlighted the importance of legal provisions for taking action against manufacturers or other concerned agencies in response to complaints or adverse information regarding the installation and operation of lifts and escalators.

The Chief Minister’s directives aim to enhance safety standards and ensure the well-being of citizens using lifts and escalators in multi-storey buildings across Uttar Pradesh.
