One of the key updates is the inclusion of residential care homes within the scope of the standard
The British Standards Institution (BSI) has released an updated version of its fire safety standard, BS 9991:2024, following an extensive industry consultation. This revised code of practice replaces the 2015 edition and introduces significant changes, particularly in guidance on escape routes and fire safety measures for residential buildings.
BS 9991:2024, titled *Fire Safety in the Design, Management and Use of Residential Buildings – Code of Practice*, aims to enhance life safety by mitigating the effects of fire. It also seeks to protect properties and businesses from the potential impacts of nearby fires, whether in the same building or adjacent complexes.
The BSI highlighted that the updated guidance offers a balanced approach, aligning with various UK regulations, including Approved Document B in England and Wales, Technical Handbook 2 in Scotland, and Technical Booklet E in Northern Ireland. These updates reflect a consensus-based effort to address fire safety consistently across different regions.
One of the key updates is the inclusion of residential care homes within the scope of the standard. Additionally, the revised standard expands guidance on evacuation lifts and updates requirements for the installation of sprinklers and the use of single-stair buildings. These changes aim to address evolving challenges and integrate the latest evidence in fire safety.
Notably, the revision process for BS 9991:2024 was already under way before the publication of the final report on the Grenfell Tower tragedy in September 2024. However, the insights gained from the Grenfell inquiry have further underscored the importance of updating fire safety standards.
Scott Steedman, BSI Standards Director-General, stated, “The Grenfell tragedy and the subsequent inquiry and report have brought the issue of building safety into focus for the whole sector and beyond. It is critical that we ensure all standards reflect the latest evidence”.
“The updated BS 9991 guides the design, installation, and maintenance of fire safety systems in residential buildings, ensuring that effective escape routes and fire safety measures are in place to protect occupants and enhance overall safety.” He added
The revised standard is expected to serve as a crucial tool for architects, developers, and building managers, ensuring that residential buildings are designed and maintained with robust fire safety measures. It reflects an ongoing commitment to improving fire safety across the UK, providing updated guidance that aligns with modern challenges and technological advancements.
