CIA Becomes First National Security Agency To Offer Buyouts Across Workforce

In an unprecedented move, the Central Intelligence Agency (CIA) has reportedly extended voluntary buyout offers to its entire workforce. This initiative, part of a broader effort by the Trump administration to downsize the federal government, marks the first time a major national security agency has implemented such a policy.

According to a report citing a CIA spokesperson and other sources, the buyout program allows employees to voluntarily resign in exchange for approximately eight months of pay and benefits. Traditionally, national security agencies have been excluded from such workforce reduction measures due to their critical role in safeguarding the nation. However, CIA Director John Ratcliffe has decided that the agency should participate.

Shift In National Security Staffing

The CIA spokesperson described the move as part of Ratcliffe’s broader strategy to ensure the agency aligns with the administration’s national security priorities. “This is a holistic strategy to infuse the agency with renewed energy,” the spokesperson said.

Despite the agency-wide announcement, it remains unclear whether all employees will be eligible to participate. Given the essential nature of certain roles, exemptions are expected. Sources suggest that the program’s scope within the CIA is more limited compared to other federal agencies that do not handle national security tasks. Furthermore, Ratcliffe has the discretion to determine the timing of departures in critical areas.

Last week, the Office of Personnel Management (OPM) issued guidance indicating that some officers at the Office of the Director of National Intelligence (ODNI) might also qualify for the program, though not all positions will be included.

As of last week, many agency personnel were still being informed that eligibility was under consideration, according to sources cited in the CNN report. The Wall Street Journal was the first to report on the initiative.

Political Implications & Workforce Concerns

The buyout program comes at a time of tension between the Trump administration and the intelligence community. Trump and his allies have previously accused CIA officers of being part of a so-called “deep state” working to undermine his presidency. Some national security officials aligned with Trump have also criticised the agency for prioritising intelligence analysis over its core functions of clandestine operations and covert action.

“To the brave CIA officers listening all around the world, if all of this sounds like what you signed up for, then buckle up and get ready to make a difference,” Ratcliffe said in a recent statement. “If it doesn’t, then it’s time to find a new line of work.”

The deferred resignation program has sparked controversy across the federal government, with unions advising employees not to accept the offer. The OPM announced the buyout via mass email to federal employees on January 28.

The Trump administration is reportedly planning widespread layoffs across the federal workforce. Employees who decline the voluntary resignation offer could face job cuts under “Reductions in Force,” expected to begin shortly after the February 6 deadline for accepting the buyout package.
