Government Initiates Plans For Bureau Of Port Security To Enhance Maritime Safety

A high-level meeting chaired by Home Minister Amit Shah will convene to discuss the roadmap and operational details of the bureau

In a swift response to Prime Minister Narendra Modi’s recent call for improved port security, the government has commenced work on establishing a Bureau of Port Security. The proposed body, modelled after the Bureau of Civil Aviation Security (BCAS), will address security concerns across ports managed by central and state governments as well as private entities, according to sources.

A high-level meeting chaired by Home Minister Amit Shah will convene to discuss the roadmap and operational details of the bureau. The meeting will include officials from the Ministry of Ports, Shipping and Waterways, the Ministry of Home Affairs, the Central Board of Indirect Taxes and Customs (CBIC), and the Central Industrial Security Force (CISF).

The initiative underscores the need for a uniform security framework, particularly in light of increasing instances of contraband seizures and the rising significance of minor ports. While CISF provides security to 12 major government-managed ports, many minor ports, operated by state authorities and private players, rely on private security arrangements.

“Establishing a standardised security protocol will improve coordination among stakeholders, including enforcement agencies, port operators, and maritime security entities. This will ensure quicker responses to threats and incidents,” an official noted.

The upcoming Merchant Shipping Bill, set to be introduced in the current Parliament session, includes provisions for the creation of the Bureau of Port Security. The bureau will function under a designated authority, focusing on securing maritime trade routes, cargo handling operations, and port infrastructure.

“As we expand maritime trade and modernise port facilities, ensuring robust security is imperative. This initiative will not only protect shipping routes but also boost safer navigation and reinforce India’s position as a key player in global trade,” another official added.

The move is expected to enhance collaboration between the central government, state authorities, and private stakeholders while addressing growing maritime security challenges and supporting India’s expanding trade ambitions.
