IATA Launches Certification Program To Enhance Aviation Security

The International Air Transport Association (IATA) has launched its Security Management System (SeMS) Certification Program, aimed at enhancing global aviation security. The program is open to airlines, airports, cargo handling facilities, freight forwarders, ground handling service providers, and security service providers.

IATA’s SeMS Certification is designed to shift the industry’s approach from a compliance-driven mindset to one that proactively identifies and mitigates security risks. The goal is to drive continuous improvements across the aviation sector. “SeMS is key to transforming global aviation security… built on dynamic, risk-based, and outcome-focused solutions,” said Nick Careen, IATA’s Senior Vice President for Operations, Safety, and Security. He added that this marks a significant transition requiring collaboration across the entire aviation sector.

The SeMS framework provides organisations with principles and guidelines to enhance security by managing risks and identifying gaps in their operations. Although SeMS is not yet a mandatory aviation security management system, it has received support from key industry regulators, including IATA, ICAO, and global aviation authorities.

The certification program has been developed with input from case studies involving industry participants such as Japan Airlines, Brisbane Airport Corporation, CACC Cargolinx, Worldwide Flight Services Inc, and Mozambique Airport Handling Services (MAHS).

The SeMS Certification is structured in tiers, accommodating organisations at different stages of security maturity:
Level 1 Early-stage development of SeMS procedures with progress towards formal documentation.
Level 2 Comprehensive documentation and consistent application of SeMS procedures, fully aligned with the SeMS Manual.
Level 3 Advanced implementation with proactive risk management and a focus on continuous improvement.

As part of IATA’s broader SeMS adoption strategy, the program includes:
-SeMS Community , offering resources and insights on SeMS principles.
Self-Assessment Tools to help organisations prepare for certification.
Expanded Security Management Requirements** for IOSA-registered airlines starting January 2025, requiring them to ensure their external service providers comply with SeMS standards.

“IATA’s SeMS Certification, education initiatives, and self-assessment tools are part of a strategy to improve security with a proactive and risk-based approach,” said Careen. This, he noted, goes beyond compliance, aiming to create a culture of continuous improvement throughout the aviation supply chain.
