India has reached a significant milestone by securing a Tier-1 position in the latest Global Cybersecurity Index (GCI) 2024, published by the International Telecommunication Union (ITU). With a score of 98.49, India is among the 47 countries recognised for their strong commitment to cybersecurity.
The GCI, which evaluates countries based on their cybersecurity preparedness, places India in the top tier for demonstrating progress across five key areas: legal, technical, organisational, capacity development, and cooperation. This assessment underscores India’s ability to address cybersecurity challenges while implementing effective frameworks to safeguard digital spaces.
One of the major factors behind India’s high ranking is its robust legal framework. Laws such as the Information Technology Act (2000) and its amendments have played a critical role in addressing cybercrime, protecting critical infrastructure, and safeguarding personal data. The introduction of the Digital Personal Data Protection Bill (2022) has further enhanced these efforts, providing additional safeguards for individual privacy in the digital realm.
India’s rise in the GCI rankings can also be attributed to its focus on building secure infrastructure and promoting technological adoption. The establishment of the Indian Computer Emergency Response Team (CERT-In) has been crucial in responding to cyber incidents and mitigating threats. Alongside this, the government’s push for cybersecurity training programs and awareness initiatives has helped build capacity in various sectors.
India’s active participation in international cybersecurity efforts has also played a key role in its ranking. The country has been working closely with other nations and organizations to combat global cyber threats, taking part in initiatives like the Budapest Convention on Cybercrime and conducting joint cybersecurity exercises with partner countries. Such collaborations highlight India’s growing role in shaping global cybersecurity standards.
Out of the 194 countries assessed in the GCI, 47 made it to the Tier-1 category. Among them, 12 countries, including South Korea, the United Kingdom, Denmark, Italy, and Finland, achieved a perfect score of 100. However, the report also points to challenges such as ransomware attacks, data breaches, and system outages that continue to pose serious threats to industries and government services worldwide.
The ITU Secretary-General, Doreen Bogdan-Martin, stressed the importance of building trust in the digital world. “The progress seen in the Global Cybersecurity Index is a sign that we must continue to focus efforts to ensure that everyone, everywhere can safely and securely manage cyberthreats in today’s increasingly complex digital landscape,” she said.
While countries like India have made significant progress, the GCI report highlights that many nations are still struggling to develop robust cybersecurity measures. Around 105 countries remain in the lower tiers of the rankings, reflecting challenges in implementing security frameworks despite expanding digital services. Issues such as limited cybersecurity skills, resources, and funding continue to create a “cyber capacity gap” in several regions.
India’s achievement in securing a Tier-1 position underscores its growing emphasis on cybersecurity. However, the evolving nature of cyber threats demands continuous vigilance and improvement. Expanding cybersecurity awareness among the general public, ensuring equitable access to resources, and closing the digital divide remain key priorities. As India looks ahead, maintaining its position in the global cybersecurity landscape will require sustained investment in legal frameworks, technological advancements, and cross-border collaboration.
