Ahead Lok Sabha Election Congress president Malikaarjun Kharge’s security cover has been upgraded to Z plus by union home ministry after getting threat perception report from intelligence agencies.Before Kharge even Congress Leader Rahul Gandhi too had Z plus security.In 2019 Gandhi family had SPG cover which was later taken away from them on government’s intervention. In India Security details are provided to individuals who are at high risk by the different security personnels such as police, army, capfs . Depending on the level of threat perception of the individuals the category is divided into six tiers : SPG,Z+,Z,Y,and X.
SPG only provide security to Prime Minister of India, Z+ category involves 55 personnel,including 10 plus NSG commondos and police perssonels ,Z category is a security detail of 22 personnel, including 4-6 NSG commandos and police personnel Y+ category is a security detail of 11 personnel, including 2-4 commandos and police personnel.Y category is a security detail of 8 personnel, including 1 or 2 commandos and police personnel.X category is a security detail of 2 personnel, with no commandos but only armed police personnel.
The National Security Guard (NSG) commandos provide Z+ level security, armed with Heckler & Koch MP5 sub-machine guns and equipped with modern communication gear. Each member of the team is trained in martial arts and unarmed combat skills. Currently, 40 VIPs receive this level of protection.
Z category security involves protection by personnel from the Delhi Police, ITBP, or CRPF, along with one escort car. Y category security includes two Personal Security Officers (PSOs), while X category security entails one PSO.
The security protocols for the President, Vice-President, Prime Minister, and their families are outlined in the “Blue Book,” while the “Yellow Book” specifies security measures for other VIPs and VVIPs. The Home Ministry, in collaboration with various intelligence agencies, issues guidelines for security cover.
The Special Protection Group (SPG), National Security Guards (NSG), Indo-Tibetan Border Police (ITBP), Central Reserve Police Force (CRPF), and Central Industrial Security Force (CISF) are responsible for providing security to VVIPs, VIPs, politicians, high-profile celebrities, and sportspersons. The NSG is extensively utilised to guard VIPs and VVIPs, particularly those in the Z+ category. Many NSG personnel have prior experience in para-military forces or special forces. Additionally, NSG and SPG commandos often serve interchangeably, with SPG primarily responsible for guarding the Prime Minister.
