The Maharashtra government is planning to launch a district-wise inspection drive aimed at ensuring that private security guards across the state receive the statutory benefits guaranteed to them under labour laws. The initiative was announced by Labour Minister Aakash Fundkar during the Question Hour in the Legislative Assembly, following concerns raised about widespread non-compliance.

Fundkar stated that all establishments are legally bound to extend welfare measures to private security personnel under the Maharashtra Private Security Guards (Regulation of Employment and Welfare) Act, 1981, as well as other labour regulations. However, numerous complaints have emerged highlighting that several establishments—particularly those not registered with the Security Guard Board—are failing to meet these obligations.

The issue was brought to the fore by MLA Jitendra Awhad, with support from legislators Kishore Jorgewar, Mahesh Shinde, Prashant Bamb, and Sulabha Gaikwad. In his response, the minister acknowledged the problem and revealed that the Labour Department’s restructured organisational framework has recently received approval, and recruitment to bolster its enforcement capabilities will begin soon.

Fundkar noted that many housing societies and similar entities remain outside the purview of the Security Guard Boards, and as a result, their security personnel are being deprived of legally mandated rights. To address this gap, the Labour Department will immediately begin inspections of such unregistered establishments and societies to ensure compliance.

The inspection campaign is expected to enhance the welfare and working conditions of thousands of private security guards in Maharashtra, holding defaulting institutions accountable and reinforcing adherence to statutory employment standards.
