Mumbai’s Regional Transport Office (RTO) has directed vehicle owners to install High-Security Registration Plates (HSRPs) on vehicles manufactured before April 1, 2019. The move aligns with the Central Motor Vehicles Rules, 1989, and directives from the Union Ministry of Road Transport and Highways, which already mandate HSRPs for vehicles manufactured after this date.
In a bid to enhance road safety and curb vehicle-related crimes, the Maharashtra government has made it compulsory for all vehicles, irrespective of their year of manufacture, to be fitted with HSRPs. The Mumbai Central RTO has appealed to vehicle owners to comply promptly with the directive.
To facilitate the process, Real Maison India Limited has been appointed as the authorised agency for HSRP installation in Mumbai. Vehicle owners can book appointments for plate installation through the official portal https://hsrpmhzone2.in, according to the Maharashtra Transport Commissioner’s Office.

Authorities have stressed the need for timely compliance, warning that non-compliance could result in restrictions on various vehicle-related services, including ownership transfers, address changes, issuance of duplicate registration certificates, loading/unloading permits, and insurance renewals.
In the future, vehicles without HSRPs or those found with counterfeit plates will face penalties. Vehicle owners experiencing issues or complaints during the installation process can report them via the service provider’s portal or directly contact the Mumbai Central RTO.
Authorities emphasise that HSRPs not only ensure compliance with regulations but also enhance security by making vehicle tracking and identification easier, thereby contributing to better road governance. Vehicle owners are urged to act promptly to avoid penalties and ensure adherence to the updated regulations.
