Rehabilitation remains a cornerstone of the government’s efforts
Punjab Jails Minister Laljit Singh Bhullar has announced significant initiatives to strengthen prison security and enhance inmate rehabilitation across the state. Speaking on the government’s efforts, Bhullar highlighted investments in infrastructure, technology, and human resources aimed at transforming the state’s prisons into secure and reformative institutions.
High-Security Jail Near Ludhiana
A key initiative is the construction of a Rs 100 crore high-security jail near Ludhiana. Spanning 50 acres, the facility is designed to house 300 high-risk prisoners. “Once completed, this facility will be a game-changer in managing high-risk inmates,” Bhullar said in an official statement.
Technological Upgrades
The Prisons Department has prioritised integrating advanced technology to enhance security. AI-based CCTV surveillance systems have been deployed in eight central jails, enabling the detection of contraband smuggling, wall scaling, and unauthorised mobile phone usage. This system will soon be extended to six additional jails.
To curb illegal mobile usage, V-Kavach jammers are being installed across 12 sensitive jails, building on their successful implementation in Central Jail Bathinda, which has also received additional security with a CRPF company.
Moreover, the department is modernising communication systems by installing over 750 inmate calling systems to regulate prisoner communication effectively. High-security zones are also being equipped with X-ray baggage scanners and enhanced CCTV coverage to monitor inmates more efficiently.
Intelligence & Security Enhancements
Since its establishment in October 2023, the Research, Analysis, and Intelligence Wing has played a pivotal role in bolstering internal security through intelligence-based operations and behavioural analysis of inmates.
Addressing staffing needs, the department has recruited 738 warders and 25 matrons, with ongoing recruitment for 179 additional positions. Additionally, the state has approved the revival of 1,220 posts across various cadres, with plans to fill these positions soon.
Focus On Rehabilitation
Rehabilitation remains a cornerstone of the government’s efforts. Under the Sikhya Daat Project, 2,200 inmates are pursuing educational courses, while 513 prisoners are enrolled in skill development programmes such as electrical work, plumbing, and tailoring.
Commercial initiatives have also expanded, with two new petrol pumps established in Nabha and Fazilka, bringing the total to eight operational units managed by inmates.
To address psychological well-being, three counsellors have been appointed under the Punjab Prisons Development Board to support both inmates and staff.
Minister Bhullar emphasised that these measures reflect the government’s commitment to making Punjab’s prisons secure and reform-oriented, balancing safety with the opportunity for rehabilitation.
